SELECTED PROJECTS

Blackduck Water System
Faced with an inadequate, deteriorated water treatment
plan, insufficient water storage, and several dead-end
water mains, the City of Blackduck has implemented a project
designed to deal with all of these issues. The City
secured a combination grant/loan from USDA
Rural Development and increased user fees to retire
the debt. The City also received a $253,000 grant
from the Department
of Employment and Economic Development’s Small
Cities Development Program (SCDP). The HRDC administered
the SCDP grant for the City. The project has been
completed and the grant successfully closed out.

Beltrami County Housing Rehabilitation
Beltrami County was awarded a $465,000 Small
Cities Development Program (SCDP) grant from the Minnesota
Department of Employment and Economic Development to
rehabilitate 20 substandard housing units occupied by
low and moderate income households. Program funds
were targeted to Birch, Hines, Summit, and Taylor townships,
and the City of Tenstrike. Rehabilitation activities
were focused on the improvement of inadequate septic
systems in addition to structural deficiencies of the
units. SCDP funds were supplemented by $90,000
in other resources. The project was completed in
2004. Bi-County
CAP administered the program for the County.
